Eagle's staff was contracted to perform an audit on a rotating basis - One quarter, an audit agency would perform a first-audit, while another audit agency would perform a second-audit, and another agency would perform a third-audit.  The next quarter the agencies would rotate audits, so every agency was performing a first-audit at least once a year. 

The first year, Eagle's staff outperformed all the other agencies combined.  The second year, the client let all the other audit agencies go, and presented our staff with an award.
